For months the argument in this sector has been about supply: can the West actually build enough missiles, interceptors, and drones to fight the way it now fights. This week the argument stopped being a spreadsheet problem and became a personal one. According to reporting the president was furious enough about, the empty missile bins landed on the table at Camp David, and the man who buys the weapons for the Pentagon went on the record to explain, in unusual detail, how he intends to fill them, and what he is demanding from the big contractors in return. In the same seven days, the private companies betting they can out-build the incumbents kept doing the one thing that actually wins the argument: posting numbers.
So this was a week of answers, not just anxieties. The people who run the factories and write the checks talked about how the sausage gets made: the money, the contracts, the rules, the choke points. It was less dramatic than a $100 billion valuation headline and far more useful.
One habit worth keeping from week to week, because it changes how much weight each claim deserves. We flag whether a speaker is an operator (someone actually running the business, building the thing, or buying it for the government) or a pundit, analyst, or investor commenting from the outside. A chief executive telling you his revenue is doubling is a different kind of evidence than a trader reacting to an earnings pop. This week leaned unusually heavily on operators, and that is exactly why it was worth reading closely.
1. The week the ammunition problem turned into a shouting match
The single loudest story of the week wasn't a product or a deal. It was a fight. On Balance of Power (August 6), the hosts walked through a Washington Post report that the president had been "boiling over" at Camp David, demanding to know why he had been "misled about our levels of munitions," an issue the defense secretary, Pete Hegseth, had apparently told him "had been fixed." The president later denied the story on social media, calling it "completely false" and saying he is "extremely happy" with Hegseth. But the underlying problem is not in dispute, and the numbers the panel read out are the reason to care.
In the first month of fighting alone, the panelists noted, the U.S. fired "more than eight hundred fifty Tomahawk cruise missiles, more than a thousand Patriot and Terminal High Altitude Area Defense System missiles" (the THAAD system), and "more than thirteen hundred of the army's tactical ballistic missiles" (ATACMS) in the "initial weeks." Per Reuters, the panel said, the stockpile of those short-range attack missiles (the very ones Ukraine also needs) is "basically drained to the extent that there are none left." As one host put it, you cannot fix that quickly: "It takes a while to make these missiles."
The most useful framing came from Richard Haass, President Emeritus of the Council on Foreign Relations (pundit). He argued the shortage is not really about this one war; it is structural. "We don't have the ability to produce significant numbers of weapons at reasonable prices in small amounts of time," he said. When Dwight Eisenhower warned of a "military-industrial complex," Haass said, what we actually built was a "military industrial legislative complex" (Congress, the big firms, and the military establishment) and "by the time these three institutions get together, we are inefficient and we're not nearly innovative enough." His comparison was blunt: "Ukraine is producing what? Six, seven million drones a year for tens of thousands of dollars each. Why aren't we doing that?" He called the whole thing "a scandal… that's been bipartisan" over decades, and "a belated wake-up call." Republican strategist Rick Davis (pundit) put the political version even more sharply, arguing that if Hegseth had told the president the manufacturing problem "was cured," then "he's kidding him."
The same drained-magazine reality anchored ChinaTalk's "WarTalk: Out of Ammo for Real" (August 7), where defense experts (pundits) worked through which specific munitions have run short: JDAMs and JSOWs (precision bombs), SM-6 interceptors, PAC-3s, and the Pentagon's scramble to fix production, a task now sitting with Deputy Secretary Steve Feinberg.
Why it matters: the "can we build enough" question stopped being theoretical this week. When it reaches the point of a reported blow-up between a president and his defense secretary, the political will to spend on munitions and production capacity becomes very hard to reverse, which is bullish for the companies that make interceptors and the components behind them. But Haass's point is the warning underneath the opportunity: writing bigger checks does not automatically produce more missiles if the system that turns money into hardware is broken. Watch whether the spending actually converts into output. That is the entire investment case, and this week it became the entire political story too.
2. The Pentagon's chief buyer answers: $25 billion of industry's own money, and a new bargain with the primes
If Section 1 was the problem stated at maximum volume, the most important operator interview of the week was the man responsible for fixing it laying out the plan. On Cogs of War (August 4), the Pentagon's chief weapons buyer, Under Secretary Michael Duffey (operator, on the government side), gave the clearest account yet of how Washington is trying to rewire the defense industrial base, and it directly answers the incumbents-versus-upstarts tension that has defined this sector all summer.
Start with the number, because it is the headline: the department has "been able to get commitments from industry to the tune of $25 billion of self-investment." In plain terms, the traditional contractors are now putting their own money into building more capacity, rather than waiting for the government to pay for everything up front. Duffey framed this as "leveling the playing field": the startups raised private capital on "the promise of tremendous growth," and now "we have made the same demands of the traditionals," so "those traditional companies are bringing similar levels of capital to achieve the growth that we need."
The mechanism that unlocks that private money is "multi-year procurement authority": long, guaranteed orders that give a company (and its investors) the confidence to build a new factory. "We give that certainty of demand to both the traditional and the non-traditional," Duffey said. Right now those multi-year deals are concentrated in munitions and, crucially, the supply base beneath them: "We're talking to solid rocket motor providers. We're talking to seeker providers that are critical components for these key systems like Standard Missile and Patriot and THAAD." He noted Congress recently extended the same authority to the F-35 and F-15 fighters.
He also confirmed something that reframes the "European rearmament" story from a spending headline into concrete factories. Coming out of the NATO summit in Ankara, Duffey said the department rolled out "seven or eight deals" to convert allied spending pledges into real production on allied soil: a "PAC-3 sustainment facility in Europe" so Patriot missiles don't have to be shipped back to the U.S. for refurbishment; potential "AMRAAM production capacity in Europe" (the advanced medium-range air-to-air missile carried by the F-35); and, in a partnership between Lockheed Martin and a German industrial partner, "an ATACMs line in Germany." He explained that Lockheed is "downshifting on the production line of ATACMs" at home to build up its next-generation deep-strike missile, which he called "the PRISM," so allies who still want ATACMS can build them in Europe. Asked whether that idles American lines, he was flat: "There is no shortage of demand."
The deeper theme was a cultural rewiring. Duffey said the department is "moving away" from "cost plus" contracts (where the government absorbs every overrun) toward a commercial model, and is trying to import Ukraine's "move fast and break things" urgency. He described being "OK with 85% solutions" (accepting a weapon that is good enough now rather than perfect years from now) and a management change from "program executive officers" to "portfolio acquisition executives," a single person "singularly responsible for delivering a capability on schedule." The whole thing, he stressed, hinges on money: the $25 billion of industry self-investment came in exchange for the government agreeing to "buy the weapons from them at those increased rates" while contractors "hold the unit cost steady." Without the pending budget reconciliation package, he warned, "we have risked that investment going away."
Why it matters: this is the supply-side answer to Section 1's demand-side panic, straight from the person writing the contracts. The bargain is specific and it is good for shareholders of the primes (Lockheed, RTX, Northrop and their solid-rocket-motor and seeker suppliers) because it converts vague budget talk into multi-year orders that justify capacity investment. But note the fine print investors should hold management to: the primes have promised to spend $25 billion of their own cash and hold unit prices flat. That is margin discipline the market has not historically demanded of them. And the whole edifice depends on the reconciliation dollars actually landing. The plan is coherent; the risk is execution and appropriation, exactly as Haass warned.
3. Anduril stops arguing and starts posting numbers
The upstart side of that same story kept doing what upstarts have to do to be taken seriously: show revenue. On the Prof G Markets founder series, The Next Era of Warfare is Here (August 2), Anduril CEO Brian Schimpf (operator) put concrete financials on the table: "You did $2.2 billion in revenue last year, targeting $4.3 billion this year," the host noted, almost doubling. Schimpf tied the ramp to a company that has moved well beyond its origins. It started with border-security sensors ("we have maybe two-thirds of the southern border covered now"), then moved into counter-drone systems (its "Anvil" interceptor for quadcopters up through defeating "some of the Iranian drones you're seeing today"), then into autonomous platforms.
The proof point that matters most for the incumbents: Anduril "won a competition to do a loyal wingman fighter jet," and, in Schimpf's words, "we beat out Lockheed, Northrop and Boeing. So us and General Atomics are building the Air Force's next generation autonomous loyal wingman." He described the "Lattice" software as the layer that lets one operator command "thousands of systems on the battlefield," and named execution as the real moat: "One of the most scarce things really in any industry, but especially in defense, is you just do what you say you're going to do… on time, on budget. That's quite rare."
Asked the uncomfortable question (does his business improve when the world gets worse), Schimpf pushed back with the industry's oldest logic: "to have peace, you prepare for war." He pointed to a recent "weapons deal with Poland to provide them with strike capabilities" as deterrence, not provocation, and rejected the "war profiteering" label: "the goal of investing in defense is you have it when you need it, but you hope you don't need it."
Anduril's co-founder Trae Stephens (operator and investor at Founders Fund) filled in the product and funding picture on TBPN (July 31). He detailed "Thunder," an autonomous attack helicopter unveiled at the Farnborough air show, with a first flight "planned for next year in 2027," built because "the proliferation of drones has turned the near surface fight into like a robotic kill zone," making crewed helicopters dangerously exposed. And he described the "FURY" collaborative combat aircraft rolling "off the line to the Air Force earlier this week," roughly 18 months after the company cut the ribbon on the land in January 2025, a speed almost unheard of in defense hardware.
Stephens was refreshingly candid about the money, too. He traced how the on-ramps for defense startups have multiplied since the era when "Palantir and SpaceX were really the only players," and both "had to sue the government" to get contracts, through In-Q-Tel (the CIA's venture arm), the Defense Innovation Unit, AFWERX, and newer "StratFi" matching funds. But he flagged the catch: most of that money still comes "out of the research and development budgets rather than production budgets," and "there's a big difference between having 10 to 20 million dollars of research and development funding and having billions of dollars of production funding." And he warned his own industry is frothy: "we're like nearing kind of overhype of volume in defense tech that is going to make it very difficult to separate signal from noise."
Why it matters: revenue roughly doubling to $4.3 billion, and a program win over all three legacy primes at once, is the strongest evidence yet that the disruptor thesis is more than a valuation story. But Stephens gave the sober counterweight from inside the tent: the funding pathways are still mostly R&D pilot money, not the production budgets that build real businesses, the exact gap Duffey's multi-year procurement plan is trying to close. And an insider warning that the space is nearing "overhype" is worth more than any outside skeptic's. The winners are emerging; the flood of look-alikes chasing them is the risk.
4. Cheap mass versus exquisite: the drone-fighter fight, the $1 million interceptor, and the China part nobody can wire around
Underneath the money is an unresolved engineering argument: should the future be lots of cheap, expendable machines, or a smaller number of survivable, expensive ones? Two conversations this week showed how live that debate still is inside the Pentagon.
On Aviation Week's Check 6 (August 4), the editors (analysts) dug into the next round of the Air Force's Collaborative Combat Aircraft program, the drone "wingmen" that fly alongside crewed fighters. The first round was won by General Atomics and Anduril, the two bidders "at the lower end of the capability spectrum." The three that lost (Lockheed, Boeing, Northrop) had proposed something "much more exquisite and much more survivable," warning that cheap drones are "no good if we launch 30 of these… and a J-20 is able to shoot them all down before they launch their missiles." As the Air Force scopes a second increment, its new leadership is leaning toward staying cheap, comparing the drones to the F-16, which "entered service in the mid-1970s as a day fighter" and grew over decades into a premier multi-role aircraft. The primes haven't given up: Northrop has self-funded its "YFQ-48 Talon Blue," Boeing has its "MQ-28 Ghost Bat," and Lockheed is offering "Vectis." (In parallel, the NDIA's Emerging Tech Horizons (July 31) noted the Senate wants to stand up a dedicated U.S. Robotics and Autonomous Systems Command, while the House is pushing to bar the military from buying robotics from China.)
The same episode laid out the missile-defense math, and it is sobering. The Navy has begun designing a "common terminal stage interceptor" to replace the Standard Missile family "after a run of like 60 years," but has only programmed "$311 million… in fiscal 2027" and "no money beyond 2027," with first fielding realistically "2032, 2033." Raytheon has an obvious interest in keeping Standard Missile going. And on the Golden Dome homeland shield, the editors were openly skeptical of the economics: the program carries a "$185 billion 10-year cost cap," yet each space-based interceptor is "going to be about SM-3 size," roughly "$30 million" apiece. "I have no idea how you'd make a constellation of space-based interceptors" affordably, one editor said, which is pushing the department toward a very different idea: a "$1 million-style interceptor that can somehow approximate the performance of a PAC-3." Lockheed's cheaper "Patriot Ace," aimed at the international market, is an early sign of that hunt for lower-cost defense.
But here is the part of the "cheap mass" dream that no PowerPoint can wish away: the cheap machines run on Chinese parts. On the Drone Wars Podcast (August 5), Trent Clawson (operator), founder of the American drone-battery maker Titan, gave the ground truth. His company has gone "eight people in December" to "over 80 today," and its battery management chips are "NDAA compliant today," meaning free of Chinese content. The law requires the whole industry to be "completely non-reliant" on China "by the end of 2028," in phases. The hard part, he said, is the battery cells themselves and the raw materials: "graphite, these things that are coming from China… will probably still keep coming from China until we can spool those other things up. And that's going to take years." One encouraging wrinkle: South Korean cell makers who bet big on electric vehicles are pivoting to drones now that "the EV has not become so cool anymore." Clawson's advocacy is for battery standardization across the fleet (accepting maybe "2% performance" loss on any one drone for a big gain in interoperability and roughly "40%" lower cost), and his warning to policymakers was the line every capital allocator knows: "the enemy of investment is uncertainty."
Why it matters: the "cheap mass" story that justifies the neo-primes' valuations collides with two hard walls. First, cheap only wins if the cheap thing survives contact: the primes' "exquisite and survivable" argument hasn't been settled, it's been deferred, and increment two is where that fight resumes. Second, the entire low-cost drone and interceptor vision depends on a supply chain the U.S. does not yet control; graphite and battery cells remain a Chinese choke point until at least the back half of the decade. For investors, the opportunity is real for the handful of genuinely domestic component makers (Titan's headcount 10x-ing is the tell), but the 2028 compliance deadline is a hard, slow-moving constraint, not a solved problem.
5. The rulebook could scare the newcomers off before they arrive
The most under-appreciated risk to this entire boom is not the budget, it is the fine print of the annual defense bill. On Emerging Tech Horizons (July 29), Moshe Schwartz (analyst), the NDIA's senior acquisition fellow and one of the most experienced acquisition-policy analysts in Washington, walked through provisions in the FY2027 NDAA that could reshape who even wants to do business with the Pentagon.
Two stand out. The first is intellectual property. Both the House and Senate versions would flip the default on who owns technology: if a company developed something with any government involvement, it would be presumed "government purpose rights," meaning the department could hand your design "to somebody else," even "one of your competitors," to build more. If you funded it yourself, the burden is on you to prove it "with clear and convincing evidence." Schwartz's warning about the consequence is the important part for anyone funding defense startups: a commercial company with valuable dual-use IP "in a space like quantum computing or something like that" may simply conclude "the downside risk to losing my intellectual property… for the purposes of the tiny federal market, it doesn't really make sense," and either walk away or sell the government only "the 1975 Atari version" of their technology.
The second is the one that hits public shareholders directly, and it is the same provision this newsletter flagged last week, now with the details filled in. Senate Section 815, Schwartz explained, would prohibit the department from contracting with a company "unless the contractor agreed not to repurchase stock or pay stock dividends." A firm could seek a waiver, but only by submitting a "qualifying defense investment plan," in effect letting a contracting officer weigh in on "how a multi-billion dollar company should be deploying its own R&D resources." Schwartz was skeptical this is wise, and skeptical of its signaling given that Washington simultaneously wants more commercial firms and private investors in defense: it "sends the opposite" message.
He put it all in one devastating pitch, imagining the government recruiting a commercial company: "Please join the defense industrial base. Now, granted, if you have intellectual property that you're using, we may take it… And granted, you're a public company. And if we don't like how you're doing your business… we will prevent you from issuing stocks and we'll prevent you from doing stock buyback. And if it is something that we don't deem commercial… we may cap your profit at 15%, but we are an excellent customer to do business with. I'm not sure that pitch will be very effective." For context, he noted the defense industrial base has shrunk "about 40%" since 2010, the very trend all these reforms are meant to reverse.
Why it matters: two contradictory forces are pulling on this sector at once. Everything in Sections 1 through 4 pushes capital and companies toward defense. This provision pushes them away. For the primes, a buyback-and-dividend ban would strike at the core of their shareholder pitch; for the startups and the venture money behind them, the IP rules threaten the very asset that makes them valuable. It is not law yet, but it is the single biggest policy risk to the "everyone's piling into defense" narrative, and it is the item to track through the fall as the House and Senate reconcile their bills.
6. Boeing finally gets its smallest jet certified, and a warning about the demand behind it
After years of waiting, Boeing got a genuine milestone. On Aviation Week's Check 6 (August 7), the editors (analysts) explained that the 737 MAX 7 (the smallest member of the MAX family) finally won FAA certification "eight years after it first flew." The plane's commercial appeal is narrow (Southwest is essentially the only major customer, and it is working toward an all-MAX fleet by 2031 while still flying a fleet that is "60% 737 NGs"). But the symbolic weight is large: it "represents a reset of its relationship with the FAA," a milestone on CEO Kelly Ortberg's recovery roadmap as he marks his second anniversary running the company. The stretched 737-10 is expected to certify "in the next few months," and the larger 777X "around the beginning of next year."
The number that matters for cash is the backlog and the build rate. There are "over 4,300" MAX jets in the current backlog, deliveries that are "totally essential to the cash flow that Boeing is looking for." Production is climbing "from 47 a month… to 52" and eventually "up to 63," with a new assembly line just inaugurated at Everett; the 787 has stabilized at "eight" a month in Charleston, though it remains "beholden upon the supply chain," including ongoing negotiations with GE over the GEnx engine. The editors also flagged a warmer relationship with the unions and a tentative new labor agreement, a notable shift from Boeing's recent combative history.
The market noticed. On CNBC's Fast Money (August 3), the traders (pundits) noted Boeing shares jumped "8%" on two catalysts: the MAX 7 certification and a rare "double upgrade" from BNP Paribas to "outperform from underperform," with a price target lifted "to $300 from $230." The recurring thesis, as one trader put it, is "free cash flow once again with Boeing," the same metric Ortberg has been pointing investors toward.
But the contrarian note of the week came from the same podcast family. On an earlier Check 6 (July 31), partners from McKinsey (analysts) previewed a white paper ("Is Commercial Aerospace Ready for a Demand Reckoning?") built on a survey of more than 150 industry leaders. Their finding: airlines are "already… feeling a squeeze that has not registered in the rest of the industry." OEMs, suppliers, MROs and lessors are still "very positive," but the airlines who "make the decision about that fleet" are reporting slower growth, and by "an almost five to one margin," airlines said that if they end up with more capacity than they need, they will "retire or park aircraft" rather than defer deliveries. The pressure point is a fleet of "about 2,000 narrowbodies… past their normal retirement date." To be clear, they stressed, this is "not a downturn" but a slowdown in growth (from "GDP-plus" toward "nominal GDP, maybe GDP-minus") yet if those old jets retire all at once, the profits "start to accrue perhaps more towards the OEM side" and away from the aftermarket parts and maintenance businesses that "are living on relatively large margins in servicing legacy fleets."
That split between winners and losers is already visible among the airlines themselves. On the MAX 7 episode, the editors described a "haves and have-nots" divide worsened by the Persian Gulf War fuel spike: United and Delta are "weathering the storm" on scale and premium demand (Delta's second-quarter operating margin ran "something like 9.4, 9.6%") while Germany's Lufthansa is "really, really struggling," its main airline division's operating profit collapsing "from like $600 million… to just a little over $100 million," sending the shares down "more than 10%." The culprit: too-slow action on "structural issues," "high costs," and "an enormously old fleet" still flying A340-300s and 747-400s. In the U.S., United's Scott Kirby was even reported to have floated mega-mergers with American and Delta, a sign of how few levers big carriers have left to grow.
Why it matters: Boeing's turnaround is real and the milestones are stacking up: certification, rising build rates, a labor peace, and cash flow finally pointing the right way. The setup remains what it was: prove the improvement is durable, and the sentiment should follow the free cash flow. But the McKinsey warning is the thing to file away for the back half of the year. The commercial boom has been a story of demand outrunning supply; the moment that flips (even to merely slower growth) the pain lands unevenly, and the aftermarket-heavy suppliers, not the airframers, are most exposed. And the Lufthansa collapse is a live reminder that in a fuel shock, scale and premium seats are the difference between a good quarter and a broken one.
7. What the market actually paid up for: Palantir
If defense hardware was the week's story, the software layer sitting on top of it produced the week's biggest stock move. On Fast Money (August 3), CNBC reported Palantir's results and an exclusive with CEO Alex Karp (operator). Commercial revenue was "up nearly 150%" year over year, while government sales "surged about 90% as the war with Iran continues," a blowout that sent the stock up roughly "10%" after hours. Karp used the results to keep hammering the big AI labs, arguing enterprises should "control the weights of their model" and work with an application layer like Palantir's rather than hand their data and IP to frontier labs like OpenAI and Anthropic.
The traders (pundits) were split on whether it's ownable. The bull case: second-quarter sales up "149%… they blew away the numbers," and the mix is now roughly "50-50" government and commercial, proof the company is no longer just a defense contractor. The bear case is the price: an "86 forward P/E," which even one enthusiast called "crazy." Worth remembering that the stock had "underperformed the S&P by 40%" heading into the print and sat down "48, 50 percent from its peak" of about $207 in November, so a chunk of the pop is a beaten-down name being forgiven, not just a new leg higher.
Why it matters: Palantir is the clearest read on how the market wants to pay for the "software-first warfare" theme, and the answer is: at nosebleed multiples, but only once the growth actually shows up. The commercial acceleration is the genuinely important signal, because it means the story is no longer purely a bet on government budgets and the Iran conflict. But an 86x forward multiple leaves zero room for a growth stumble. It is the same tension as the hardware names, just amplified: the demand is real, and the debate is entirely about what it's worth.
The bottom line
This was the week the sector's central question (can the West build enough) got its loudest political airing and its most detailed official answer in the same seven days. The problem reached a reported shouting match at Camp David over empty missile bins; the fix came straight from the Pentagon's chief buyer, who put a number on it ($25 billion of industry's own money) and a bargain behind it (multi-year orders in exchange for flat unit prices and real capacity). Around that spine, every other thread reinforced the same story: Anduril's revenue roughly doubling toward $4.3 billion and a program win over all three primes; a live argument over whether the future is cheap and expendable or exquisite and survivable; a Chinese choke point on the cheap stuff that runs to at least 2028; Boeing finally clearing a certification it waited eight years for; and Palantir's software growth priced for perfection.
The demand is no longer the question, it hasn't been for a while. What this week added is the machinery and the fights behind the money: the contracts, the supply chains, the rulebook, and the very real risk that a stray provision banning buybacks and seizing IP could scare off the newcomers Washington is simultaneously trying to recruit. The plan is finally visible. Now comes the harder part: whether the system that Haass called broken can actually turn all that money into missiles.
