Two weeks ago, Tesla put a gold, two-seat car with no steering wheel and no pedals onto the public streets of Austin and started charging people for rides. This week, the podcasts told us what happened next, and it was not a victory lap. Within hours of that first paid ride, the federal safety regulator knocked on Tesla's door and asked a simple, awkward question: who said you were allowed to do this?

That single question, about a company that skipped the permission slip, was the spine of the fortnight. But it was not the only story. Underneath the noise about robot taxis, two much larger machines kept grinding away. In China, for what several specialist journalists called a genuine "line in the sand" moment, gasoline cars fell off a cliff, down 40% in a single month, while electric cars hit a record share of the market and Chinese exporters kept setting records. And in North America, the United States and Canada spent the two weeks in an actual, live trade war, lobbing 50% tariffs at each other, while insiders warned that the biggest winner of the whole mess might turn out to be China.

Here is what the people building, running, financing and covering this industry actually said on the podcasts, with every number and quote tied to the specific episode where it was said.

1. Cybercab's second act: the car is running, and now the regulator wants the receipts

The Cybercab is real and it is driving. The fight now is over paperwork, but it is the kind of paperwork that can force a recall.

Here is the mechanism, explained more clearly than anywhere else on The Road to Autonomy (Sept 11) by Grayson Brulte, who runs an AV-intelligence firm and is a vocal Tesla booster, so treat his framing as friendly to Tesla. In the United States, carmakers do not get a car approved before they sell it. They "self-certify", they sign a document swearing the car meets all the Federal Motor Vehicle Safety Standards (the national rulebook for how a car must be built), and the regulator, NHTSA (the National Highway Traffic Safety Administration), can come around afterward and audit that claim. "This is what we've done in the U.S. for the last 70 years," Brulte said. On September 3rd, 2026, "just hours after the public launch", NHTSA opened an audit query covering "an estimated 1,000 Cybercab vehicles."

The trap is that the rulebook was written assuming a human is driving. As Brulte put it, "most legacy safety standard rules assume a human driver is physically present to move a steering wheel, to depress a pedal, to look into a conventional mirror." The Cybercab has none of those. So the real question NHTSA is asking, he stressed, "isn't, is this car unsafe?" It's whether Tesla was allowed to "unilaterally decide that certain federal motor vehicle safety standard provisions simply don't apply to a vehicle with no manual controls, rather than seeking a formal exemption like Zoox did." (Zoox, Amazon's robotaxi arm, went through the official exemption process.) One reassuring detail for Tesla: the audit sits inside NHTSA's Office of Vehicle Safety Compliance, the certification-paperwork office, not the Office of Defects Investigation, which is where actual safety recalls are born.

Not everyone buys the "routine paperwork" read. On There Auto Be A Law (Sept 10), the podcast of the Center for Auto Safety, an advocacy group, so it comes at Tesla from the opposite direction, Executive Director Michael Brooks called the Cybercab "a two-seater nonsense mobile in Trump gold" that "violates everything in the federal motor vehicle safety standards." Tesla, he said, used "magical thinking" to declare itself compliant, and he sees only one legal endpoint: "when you're in violation of the federal motor vehicle safety standards, what do you have to do? A recall." He noted the same escape hatch, though: Transportation Secretary Sean Duffy could grant Tesla a special exemption, as he did for Zoox, "but Tesla still needs to apply and receive permission."

The launch numbers are still tiny. Independent trackers counting license plates found roughly 45 Cybercabs registered with the Austin DMV (Ride the Lightning, Sept 13; Grumpy Old Geeks, Sept 10 put it at ~45 out of about 420 total Tesla robotaxis in Texas). The cars run 16 hours a day, 6 a.m. to 10 p.m., seven days a week, across six cities, Austin, Dallas, Houston, Miami, Orlando and Tampa, per the Tesla enthusiast hosts of Now You Know (Sept 8), who relayed that Tesla's Ashok Elluswamy says software "version 15" will unlock 24-hour, all-night driving "next month or so." And on Chuck Cook (Sept 12), a product tester reported that at the launch event Musk and Elluswamy said going wider before that V15 software ships would be "irresponsible", a notable admission that the current cars are running what is effectively still V14-level software.

2. What is it actually worth? A 220x bet on a machine that just launched

The reason the launch mattered so much to the market is that Tesla's stock price barely resembles a car company's. The clearest cold-water version came from Steve Eisman, the investor made famous by The Big Short, and a longtime skeptic, not a Tesla holder, on The Real Eisman Playbook (Sept 11):

"Last week, Tesla hosted a robo-taxi event. Not much new emerged, and the stock was down 6% on the day of the announcement. When it comes to the robo-taxi business, Elon Musk has a history of overpromising and under-delivering. He seems to have done so again."

His numbers frame the whole debate. Tesla's 2026 consensus earnings estimate is $1.66 a share, which puts the stock at 220 times earnings. By contrast, "GM's 2026 PE is 6.5 times." And Tesla's earnings have been shrinking: EPS "reached a peak in 2022 with EPS at $4.07, and EPS has gone straight down ever since", the 2026 estimate is "59% lower than the peak." His conclusion: "The only explanation for Tesla's crazy multiple is that some investors believe that Tesla's robo-taxi business will conquer the world," and, ruefully, "this shows, once again, how difficult it can be to short a cult stock."

The bull case, why that world-conquering might actually happen, was laid out by Brett Winton and Sam Korus of ARK Invest on FYI - For Your Innovation (Sept 11). ARK is an independent research shop, but it is one of Tesla's most famous bulls, so weigh its optimism accordingly. Their argument is about cost. Because the Cybercab was designed from scratch purely to be a robotaxi, over "six miles per kilowatt hour" of efficiency, "no brake fluid" (the brakes are electric), stripped of everything a human passenger-driver needs, they think it "could cost around $0.25 a mile to operate," versus roughly $1.50 a mile for an Uber. That gap is the business:

  • Tesla will charge a platform fee, "just like Uber does." If the ride sells for $1.50 a mile and costs $0.25 to run, that leaves $1.25 a mile to split.

  • An owner who operates the car and clears "$0.05 a mile on top" of the $0.25 cost earns "a 20% return on every mile", which is why Tesla is willing to sell the cars rather than hoard them. "That still leaves $1.20 a mile for Tesla to embed into its own profitability."

  • Winton's jab at the competition: Tesla optimized the whole vehicle, whereas "you're competing against a company like Waymo that is taking off-the-shelf products and then super gluing sensors onto them."

Sitting between the skeptic and the bulls was Jason Calacanis on The Road to Autonomy (Sept 12), an early Uber investor and a 30-year friend of Musk, though he was careful to say he has "no inside information." From driving his own Tesla daily, he estimates the self-driving software is "98, 99%" of the way to the level where "you could take a nap in it," up from "like 90% this time last year." But he thinks Tesla is "probably a year or two away from giving it to fleet managers," because of the sheer grind of getting permission city by city, building depots, and, crucially, because Tesla will be held to a far higher bar than its rival: Waymo has "killed a cat," "hit a child in Santa Monica," and "clipped a car at about 30 miles an hour," and "those three instances under Tesla would be showstoppers."

And the most-quoted "first Cybercab crash" of the week turned out to be a dark joke. On Now You Know (Sept 8), the hosts explained that an Amazon Prime Air Boeing 767 cargo jet overshot a Miami runway at 170 knots, plowed off the end, and came to rest, of all places, in a Tesla Cybercab parking lot, killing five people and injuring five more. Everyone killed was on the ground; the "least autonomous thing you can basically have," as the hosts put it, was a jet flown by a human pilot destroying a lot full of driverless cars.

3. While everyone watched Tesla, Waymo made music in Nashville, and the depot land-grab accelerated

The quiet counter-story is that Tesla's rivals used the same fortnight to scale. On the same Road to Autonomy episode (Sept 11), the hosts noted that while NHTSA was auditing Tesla, "Waymo is making music in Music City with Lyft", launching a new market in Nashville, this time paired with Lyft rather than Uber. Waymo now runs roughly 4,000 vehicles across 14 cities, per Equity Mates (Sept 9), against Tesla's fleet in the low hundreds.

The most useful window into how fast this is scaling came from Frank Reig, CEO of the AV-infrastructure company Voltera, on The Driverless Digest (Sept 7). His business builds the depots where robotaxis park, charge and clean, the unglamorous plumbing of the whole industry:

  • The bottleneck is not cars, it's real estate and power. "You can manufacture vehicles and get them on the road in three, six months. To build a 50-stall depot in Miami or Washington, D.C. or New York… you're talking three years very easily." One such site needs "seven and a half megawatts of power."

  • Operators are going "from building one or two depots in a city per year to now thinking about how are we building 10 depots in a city by 2030."

  • On the fleet math, he pointed to Zoox, which "just last week got regulatory approval from the federal government to scale the fleet to 5,000 units" from "around 4,000" today, and Waymo has "maybe 3,000" next-generation vehicles in the pipeline. His planning horizon: "going from 5,000 vehicles to 50,000 vehicles… is not that far away."

(Zoox's federal permissions were described slightly differently elsewhere, Equity Mates framed it as "an exemption for 2,500 vehicles annually", so read the exact figures as the podcasts' own reporting, not a single official number.)

4. The Uber question, round two: is the market completely wrong?

The sharpest investment debate of the fortnight, once again, was about the company most people still open to hail a ride. On The Intrinsic Value Podcast (Sept 9), hosts Shawn O'Malley and Daniel Mahncke, who own Uber, so this is them talking their own book, argued the market has the risk backwards.

The bull case rests on the messiness of real demand. A robot fleet is a fixed number of cars; human demand is not fixed. "The peak-to-trough ratio within a single day's demand for rides is something like four to one," O'Malley said, so "a fixed fleet of robo-taxis that size for peaks in demand is going to sit idle during those trough times of the day, while a fleet that size for the demand troughs is going to leave riders stranded at rush hour." Uber solves this by "flexing millions of human drivers in and out of the market in real time." His proof point: in Austin, "Waymo vehicles on [Uber's] network were busier than 99% of human drivers… because Uber's demand aggregation kept them full." And on wait times, "if you open the Waymo app in California, [wait] times run something like 18 minutes versus just a few minutes on Uber."

The bear case is that the best robot company has the money to fight dirty. Waymo, they conceded, "does not necessarily have to be efficient. It doesn't have to be profitable." With "$16 billion of fresh capital and really virtually unlimited backing from Alphabet," Waymo "can afford to have terrible fleet utilization for years if that's what it takes to displace Uber", the exact playbook Uber itself used, having "subsidized rides for a decade to gain scale." A price war "is really not going to be good for anyone but consumers"; for shareholders "it'll be a bleak picture." The thing that keeps Mahncke up at night: Google "must have had the goal… to actually dominate that market," not to become "one of 10 AVs integrated into the Uber network."

5. China's line in the sand: the month combustion cars fell off a cliff

Step away from robots, and the biggest number of the fortnight came out of China, and it is genuinely historic. On ev.news China (Sept 9), host Martyn Lee, an independent EV journalist, walked through August's figures:

  • Electric and plug-in cars (which China calls NEVs, new energy vehicles) hit a record 65.2% of the domestic retail market, just over 1 million units, while plain gasoline cars fell to 536,000 units, or 34.8%.

  • The reason is a collapse, not a boom: total passenger-car sales fell about 24% year-on-year, and combustion-engine cars were down 40% in a single month. As Lee put it: "if you want to look for the day that it happened, maybe it was today… Imagine being in that business, making combustion cars in China, and a year later, half your business is gone."

  • Within the electric camp, pure battery cars (BEVs) were "the only powertrain that actually grew," up ~2%, and now make up 70% of the NEV mix; plug-in hybrids fell 25.8%, their eighth straight month of decline.

China's government made clear it wants more. On ev.news China (Sept 12), Lee reported that nine government departments jointly set a 2030 target of 70% NEV sales for passenger cars and 40% for commercial vehicles, plus large-scale self-driving deployment and "several automakers in the global top 10" by then. Notably, the plan also tries to cool the brutal domestic price war: tighter capacity monitoring, curbs on "improper investment," and, telling, for anyone selling abroad, urging Chinese carmakers "to avoid large overseas price adjustments to ensure that the Chinese brands retain all of their brand value and aren't cheapened abroad."

That last point is because the export engine is running flat-out. BYD led China's exports in August with 183,000 vehicles (a 35.4% share of all Chinese exports), up 131% year-on-year, and shipped more than 1.1 million passenger vehicles in the first eight months (ev.news China, Sept 11). Deutsche Bank, citing BYD's post-earnings call, said the company wants to sell more than 2.5 million vehicles outside China next year, up from a 2026 overseas guidance already raised to 1.9–2 million (from just 1.3 million at the start of the year), with growth "limited" only by how many ships it can get (ev.news China, Sept 9). So BYD is buying the ships: it ordered 10 more car-carrier vessels, each holding 9,200 cars, taking its owned fleet to 18 ships and 130,000 vehicles of capacity (ev.news China, Sept 12).

The scale of the export wave is now almost hard to picture. On Autoline Daily (Sept 8), the hosts noted China's shrinking home market (1.5 million cars in August) is "almost… the size of the U.S. market" (1.38 million), "which is why exports are so important." China is "on track to export 12 million cars this year and are targeting 18 to 20 million by 2030." A separate industry read on Automotive News Daily Drive (Sept 12) framed the same trajectory as 11.5 million exports in 2026 versus just 960,000 in 2020, a twelve-fold jump in six years.

6. The 50% wall, part two: Canada strikes back

Facing that global pressure, North America spent the fortnight fighting itself. The near-collapse of US–Canada trade that we flagged two weeks ago didn't get resolved, it got worse.

The retaliation landed. On September 8th, Canada imposed counter-tariffs of 15% to 50% on roughly $20 billion of American goods, with steel, aluminum and iron products doubled to 50%, plus furniture, clothing, appliances and dairy, payback for Trump's 50% tariff on about $20 billion of Canadian goods the month before. Prime Minister Mark Carney pledged to hit back "dollar for dollar, rate for rate" (Prof G Markets, Sept 9; corroborated on Bloomberg Daybreak and Marketplace, both Sept 8).

The economics, from an economist. On the same Prof G Markets episode, Canadian economist Mike Moffatt (Missing Middle Initiative) explained the strategy and the damage. The tariffs are deliberately aimed at swing states, and at goods "where Canadians can buy from Japan or EU instead," to spare Canadian consumers. The cost: if it lasts a year, it would "shave about three to four tenths of a percent off of GDP growth." But Carney has luck on his side, he's "ahead 16 points in the polls," and the price of Canadian oil "has gone from about $50 a barrel… to $80 a barrel," cushioning the blow. Recall it was autos that blew up the deal: on The Munk Debates (Sept 11), Rudyard Griffiths and Janice Stein described how an August 21st framework "maintained tariffs on steel, aluminum, and autos but collapsed when the auto industry and premiers", Ontario's Doug Ford chief among them, "opposed it."

The Munk hosts added a worried, contrarian note about their own country: the war framing has "closed off debate," with dissenters "labeled disloyal." Stein pointed out that even Carney is now signaling a way back, "I am not in favor of tit for tat… escalation is not constructive", because he "needs to open up space now to find a way to come back to the negotiating table." The complication is that by handing provinces levers (like pulling American booze off liquor-store shelves), Ottawa gave premiers a say, and for those premiers "there's a huge political upside now to being out front Captain Canada."

7. The gift to China nobody meant to give

The insiders' sharpest point this fortnight was that the trade war is quietly doing China's marketing for it.

Canada is opening its door. On The EVs for Everyone Podcast (Sept 11), David Kennedy of Automotive News Canada explained that Canada just cleared another 24,500 China-made EVs, the second slice of a 49,000-vehicle annual quota that replaced Canada's old 100% tariff after Carney struck a trade-reset deal with Beijing (in return, Canada regained access to China's market for canola, a major crop export). BYD, Chery and Geely are now "boots on the ground in Canada," and Ottawa is in "high level meetings" with them about building $1–3 billion assembly plants to leap over that quota entirely, with certified vehicles expected to reach Canadian driveways in "late 2026 or 2027."

Detroit's own editors see the danger. On Automotive News Daily Drive (Sept 12), editorial-board members Larry Vellequette and Mike Monticciolo argued that "every push that Donald Trump… does against Canada is forcing Canada to turn to other trading partners", the EU, and now China. If Stellantis walks away from its Brampton, Ontario plant, Vellequette said, "there would be a Chinese automaker on the phone that day saying we will buy that plant." He called the whole standoff "asinine": "this industry at its core needs stability… by throwing the entire industry into disarray… you're killing the industry. And you're opening the door" to Chinese vehicles in a market "the size of California." Monticciolo's structural point: "Fortress North America" is "absolutely coming apart," because Ford and GM can only match "China speed and China cost" if parts flow freely across the US–Mexico–Canada borders, which tariffs make impossible.

And Washington is picking on its own. The most extraordinary sub-plot, dissected on InsideEVs Plugged-In (Sept 11): Transportation Secretary Sean Duffy sent Ford a "quite brutal" letter saying the DOT is "deeply alarmed" at Ford's deals with China, licensing CATL's battery technology for a new LFP battery plant in Michigan, a Geely partnership to build cars at a Ford plant in Spain, and continuing to make some Lincolns in China until 2030, accusing "a foundational American brand" of "actively intertwining its future with Chinese state-backed companies." Ford fired back, calling it a "wrongheaded attempt to capture headlines." The hosts found the singling-out baffling, since GM already sells a Chinese-battery LFP car in the US and Volvo (owned by Geely) sells here freely: "no one knows what's going on." Their deeper point defends the Ford strategy: LFP battery tech "is dominated by China because we ceded the advantage," and the sensible move is "to copy over the speed and the price advantages of the Chinese model while injecting our own innovations into it", which is more or less what Ford's Michigan plant is trying to do.

8. Volkswagen's reckoning, and the fear index inside the C-suite

Nowhere is the squeeze (Chinese competition on one side, tariffs on the other) heavier than at Europe's largest carmaker. The scale of Volkswagen's retreat, laid out on Autoline After Hours (Sept 11), is staggering:

  • VW is laying off "110,000 or 120,000" workers, closing four factories, and cutting its model lineup roughly in half, "from 150 to 75," with some brands likely to disappear (Porsche has already sold Bugatti to Rimac for about $1 billion, and VW is weighing a sale of the Ducati motorcycle brand for up to $1.5 billion, per Autoline Daily, Sept 8).

  • The bill for that retreat is enormous: closing four German plants and cutting 100,000 jobs will cost VW an estimated €16 billion (about $18.6 billion), roughly €10 billion of it earmarked just for the job cuts (Autoline Daily, Sept 11).

  • The Autoline hosts are skeptical VW has faced reality even now: its "2030 plan… still assumes they're going to be selling 9 million vehicles a year," and "I just don't see that happening." Europe's whole market "was 22 million" in sales at its peak and is "never going back to 22."

The most human number of the week was a survey the Autoline crew highlighted (attributed to a KPMG-style industry study): nearly half of auto-industry CEOs think they may lose their jobs, "95% of CEOs… expect AI to lead to layoffs in the next five years," and 44% of those "expect at least 10% layoffs." The reason, they argued, is that the job has become impossible to plan for, tariffs "come and they go, they're legal, they're not legal", and the car has flipped from "a very hardware thing to a software-defined vehicle" so fast that expertise keeps going stale. Tellingly, the industry now treats AI "not as something that helps us make money… It's something that helps us cut cost. And you don't cut cost if you don't take headcount out."

The pain is spreading across the old guard. Jaguar Land Rover is cutting 4,000 jobs, about 9% of its workforce, mostly UK salaried, engineering and managerial roles, as part of a plan to save around £1.7 billion (The Business, Sept 8; Autoline Daily, Sept 8). Oliver Gill of the Sunday Times, who broke the story, warned the 4,000 "might only be the tip of the iceberg" (which JLR denies), and Birmingham Business School's David Bailey set it against a grim backdrop: UK car output last year fell "to levels last seen in the 1950s." JLR's China sales, separately, "collapsed 27%" in its latest quarter, and US tariffs have cost it "over 500 million pounds" (Automotive News Daily Drive, Sept 9). Europe's parts suppliers are being hollowed out too: the supplier association CLEPA counted 104,000 job cuts announced in 2024–25 against just 7,000 new roles, and warns the toll could reach 350,000 by 2030 (Autoline Daily, Sept 11).

Not everyone is retreating. Ford is pouring roughly $2 billion into its Louisville plant for its next EV platform, about $2 billion more into a Kentucky energy-storage plant, and $1 billion into a new paint shop at its Kentucky Truck Plant, "Ford's largest manufacturing facility in the world" (Autoline Daily, Sept 11). And global electrified sales actually rose for a sixth straight month, up 2% to 1.8 million in August, but the geography tells the whole story: Europe +36% to 380,000 (on subsidies), the rest of the world +97% to 290,000, China −11% to just over 1 million, and North America −33% to 140,000.

9. The $50,000 problem: where did the affordable car go?

Underneath all of this sits a demand problem that has nothing to do with China or tariffs: in the West, cars have simply gotten too expensive. On The Journal (Sept 10), Wall Street Journal reporter Sharon Terlep laid out how the average new-vehicle price hit about $50,000, double the roughly $25,000 of the year 2000. Three things drove it: carmakers deliberately shifted from sedans to SUVs and crossovers because "you can charge… significantly more for a crossover" that "doesn't cost that much more to produce"; COVID shortages let dealers kill discounts and never bring them back; and auto-loan rates rose from "around 5%" before the pandemic to "7% for five years" today. The result, she said, is a "K-shaped" market where "companies largely are able to make more money selling fewer vehicles," while lower-income buyers "drop out of the market because they can't afford even the budget models." The industry's response: lean into certified-used cars and subscriptions, "for everything from… heated seats… to self-driving technology."

The EV corner of that market has its own trap. On Jill on Money (Sept 7), Consumer Reports' Mike Quinlan said that when their test track resold high-end electric cars, "real expensive Audis, Mercedes-Benzes, BMWs, Teslas", "the values just absolutely bottomed out… losing maybe 50% of how much we spent." Leasing companies badly misjudged resale values, so drivers trying to buy their cars off-lease are getting sticker shock. With the EV tax credit now expired, he said, manufacturers are "walking back" their all-electric-by-2030 pledges because EVs remain "expensive to design… expensive to build. And I don't think they're very profitable."

The one place costs keep plunging is the battery. Chinese researchers unveiled a fourth-generation LFP battery exceeding 200 watt-hours per kilogram, up from the typical 90–160 range, though still shy of the ~300 of pricier NMC chemistry, and LFP now powers 80% of China's EVs (Autoline Daily, Sept 8). It is a neat encapsulation of the whole global picture: the cheap, good-enough battery keeps getting cheaper and better, in China.

What we're watching

  • Does the NHTSA audit become a recall? The Cybercab is driving, but its legal footing rests on Tesla's own say-so that federal safety rules don't apply to a car with no steering wheel. If NHTSA disagrees, the endpoints are a forced exemption application or a recall of the whole gold fleet. Watch whether Tesla files for a formal exemption (as Zoox did) or keeps betting on self-certification.

  • The 220x question. Tesla trades at 220 times this year's earnings while GM trades at 6.5; the gap is entirely a bet on robotaxis conquering the world. The bulls (ARK) see $1.20 a mile of Tesla profit; the skeptics (Eisman) see a launch that moved the stock down 6%. The tell won't be another event, it'll be whether driverless miles and paying riders actually climb from here.

  • Whether the US–Canada deal comes back before it does real damage. Both sides now have 50% tariffs live, and both leaders have domestic reasons to keep swinging. Carney is hinting at the exit ("escalation is not constructive"); watch for a return to the table around the US midterms, and watch how many Chinese assembly plants get announced in Canada in the meantime, because that is the door this fight is holding open.

  • China's "line in the sand." Gasoline cars falling 40% in a month, EVs at 65% of the market, and BYD buying its own fleet of car-carrier ships all point the same way. The number to watch is exports: 12 million this year, headed for 18–20 million by 2030, and where those cars land as tariff walls go up around them.

  • The €16 billion retreat. Volkswagen is spending $18.6 billion to shrink, closing four plants and cutting up to 120,000 jobs, and even that may assume a 2030 sales number the market no longer believes.
